It seems your Windows 7 laptop isn't booting properly. The Bootmgr won't recognize the restart command (Ctrl+Alt+Del). You've used installation media and repair tools before, but it's still not working. Please let me know if you need further help.

Backup files are missing, but the drive appears normal after running the HP diagnostic tool.

You can request your documents to be removed by contacting the relevant authority or service provider and asking them to delete or return them.

plugging it to another pc is probably the easiest way. bootmgr missing doesn't mean your data's screwed. since the diagnostics states the hdd is fine, your data should be fine. just copy it to another hdd and reinstall windows and restore the data.
