How much time have you allowed it to rest? Continually forcing a restart when it doesn’t shut down by itself can create a lingering issue that the system is attempting to resolve.

It used to occur infrequently, but now it happens regularly. I'll attempt again later and check how long it takes to shut down completely.

Admittedly it was with a server so there's more stuff to shut down, but I've seen a restart take nearly 30 minutes once.

In the meantime, you'll need to power off the device by pressing the power button until it shuts down. This issue has occurred before, and the loose power cable or a faulty switch on the motherboard might be the cause.

I allowed it to sit and shut down, but what happens next? It returns to the desktop (maybe it restarted again)??? I tried shutting it down once more and it did the same. Restarting always works the same.

I discovered a possible fix. Disabling the most CPU-intensive svchost.exe allowed me to shut down the system. Any clarification? It might be a service preventing shutdown.
