It used to occur infrequently, but now it happens regularly. I'll attempt again later and check how long it takes to shut down completely.
In the meantime, you'll need to power off the device by pressing the power button until it shuts down. This issue has occurred before, and the loose power cable or a faulty switch on the motherboard might be the cause.
I allowed it to sit and shut down, but what happens next? It returns to the desktop (maybe it restarted again)??? I tried shutting it down once more and it did the same. Restarting always works the same.
