Windows 7 Pro 64-bit runs sluggishly

New PC configuration details: AMD FX-4300 Asus M5A78L-M PLUS/USB3 Micro ATX AM3+ board, Corsair motherboard, 8GB DDR3-1600 RAM, Western Digital Caviar Blue 250GB 3.5" 7200RPM HDD, EVGA GeForce GT 710 graphics card, Logisys 480W ATX power supply. The issue is booting Windows takes 10–15 minutes, then everything feels sluggish—start opens in 2–4 minutes. I've used two new hard drives and installed Windows multiple times. What's the problem?

Use an SSD and note that your CPU is poor while your power supply poses a fire risk.

The update requires 15 minutes to start, and the performance feels outdated. The drive seems slow compared to expectations.

I sent back a single drive assuming it was faulty, only to find it functioning differently when the replacement arrived?
