It seems like a third-party service connects to the Digital River backend, but Microsoft has blocked most of those connections now. After their site update requiring a key for links, such tools no longer function properly. If you used the French version, everything—including the start menu—would appear in French. You could install a MUI afterward to switch to English, but you’d have to use the French OS first, including the installation and OOBE steps.
