You might want to clone the HDD, boot into the cloned drive, and then uninstall all programs except essential ones. Check if that helps. The ISO you mentioned was shared a while back—some experienced users had success with it.

I attempted that approach, but it didn’t work. It feels really strange, but I’ve tried this several times before reaching a point where nothing makes sense. My setup is a refurbished BestBuy HP PC with an i5-4570 processor.

It's correct about the situation. I also saved the key finder software for the key. I should have copied the HDD straight from the box. I was overly enthusiastic since I was upgrading from a 12-year-old AMD build to a 4th generation i5 Intel system. I could have simply purchased a new PC with the same components and had it cloned.
These applications don't function with pre-built versions. Refer to the sticker for instructions. If it doesn't work, you'll need to handle phone activation through Microsoft. OEM supports changing drives, which may provide a fresh key.
