After setting up Windows, enter the key if it fails to activate and proceed with calling MS.

To obtain the Windows 7 ISO I need to provide a valid product key. The system rejects requests from OEM sources since they are pre-installed by the manufacturer.

I successfully upgraded PCs with various hardware under an OEM license. The original system had the OS installed, the old drive removed and swapped into the new machine, drivers for the new motherboard installed, and Windows recalculated cores. After reactivating Windows it functioned properly. The main hardware changes were RAM, CPU, and the motherboard. Since then I've cleared the drive and started fresh with a new OS.

I don't understand why you're having trouble. You've installed the standard version on multiple systems, including different mobos and CPUs, without any issues. The only time you needed to verify it was by checking a test link, which you always passed. Now you're wondering if this is unusual or just a coincidence.

You should replace the pre-installed HDD with an SSD by cloning it. The Windows activation stays active, and no further actions are needed.
