Mostly, I can’t play games from Steam on my PC, and whenever I open a game released after 2015, I get an error saying "Dlll missing" followed by a long number. Upgrading to Windows 10 seems like a possible fix, but I’d rather avoid that if I can. I’ve tried updating Windows and keep seeing the same message for hours. I faced a similar problem before. You might need to reinstall. What I had to do was copy the missing DLL files from the boot camp install on my Mac, which resolved the issue (though this worked on W10). If you have another W7 machine, you could try that too. I attempted to uninstall and reinstall each one, but they won’t install again. The messages keep saying "Processing" or "Looking for update."
It's similar to what I was going through. I tried reinstalling Visual C++ in various versions, removed and readded them multiple times, but nothing worked. You might try setting up a VM and installing Windows 7 on it, then transferring the missing DLLs from the VM to your machine. Otherwise, you'll need to reinstall from scratch.
