This HP system features an AMD Athlon II X2 220 at 2.8GHz, 4GB DDR3 RAM (previously had 12GB), a GTX 750 2GB GPU, a Liteon 250w PSU (PS-5251-08), and a Pegatron M2N78-LA v6.01 motherboard. Additional details note that HP claims compatibility with a Phenom II 965 CPU, but when attempting to power it on via the motherboard, it reports "CPU not supported." The motherboard includes a 24-pin connector while the PSU only supports a 20-pin connector. This discrepancy might affect CPU functionality.

It functioned properly initially, but changing the operating system likely caused the issue.

It's the operating system, as Microsoft has been experimenting with various features. Windows 7 appears to be the only version affected by this problem.
