This memory behavior is typical, as Windows often uses memory that remains unused during installation. I haven’t encountered any Windows setup that doesn’t handle this.

Memory stands ready for use, keeping files available when needed, but the issue is accessing it immediately while the system keeps it in storage.

Is it the memory that's the problem? Make sure your RAM is sufficient while the game runs smoothly. All my systems have handled this before without any issues.

Check your game's current configuration. If you're using high settings, consider lowering them slightly to make room for RAM. You have 16GB available, which should handle it without problems.

I used identical configurations on Windows 8.1 and it started without any issues.

I recommend returning to Windows 8.1, as it likely offers superior memory handling.

Sure, but there were a few issues that rendered it not workable for me.

6 plus two threes and then. You might need to adjust your settings if you're running on Windows 7, or switch to Windows 8.1. Also, consider whether Windows 7 is causing your CPU cores to sit idle—it can slow things down, even without memory problems.

The issue was clearly apparent, a perfect example of Microsoft's reliability. I had to remove IE11 because two updates failed to install, even after hiding them and turning off automatic updates. To prevent further complications, I uninstalled and disabled IE, then applied KB2506143 and KB2889748 to resolve the problem with svchost.exe and high RAM usage.
