Windows 7 should function properly with Windows to go, provided it's installed on a local drive. It wasn't included in earlier versions and may have been removed from updates.

I received a blue screen with Windows 10 and the option to restart. You mentioned using Windows 7 in dual-boot on a Ryzen 7 5700X. Could you tell me the specific motherboard model?
