Yes, you can reinstall Windows and activate it repeatedly without any restrictions. There’s no cap on this process.

There's usually a cap to how many times the same license can be activated (depending on the type of license). If you fail to activate the license for what ever time though you can always call Microsoft and they will fix it for you (talking from personal experience).

I believe there are restrictions on OEM models, while non-OEM versions should have no such limits. I’ve turned mine back on about five times without any problems.
