Actually MS mentioned it occupies roughly the same amount as a 10GB drive. Probably to prevent them from installing large 32GB storage options in laptops. Let's be real, with 20GB you won't make much progress. My Windows setup already consumes around 40GB just for drivers and some essential apps like Chrome, Office, and Spotify. It's a plus so they push manufacturers to allocate more space.
