It seems the throttle might be affecting performance, causing the CPU to run at 5.48GHz even when only 1% is being used. Intel's behavior can be unpredictable.

Consider using a Linux live setup from a USB to observe any performance issues. This approach should be similar to what you're used to. https://kubuntu.org/getkubuntu/ If you have additional storage or an external drive, you might want to set it up as a more controlled test.

I remain serious about recommending Windows 10, particularly for gaming purposes. It’s better than using an unstable OS that often causes problems... but you didn’t clearly explain the problem, did you? "Crawl" during which moments... games, idle sessions... how long and how often? What does system performance look like while it happens? It seems the issue might be connected to the display itself rather than the PC. There could be a buffer problem between the computer and the screen causing lag. Swapping out the cable and updating the drivers temporarily resolved the issue, but it’s still uncertain what will happen with the new drivers.

Great idea, I planned to try this with a Windows setup too. It seems the issue might be connected to the operating system. Luckily, it appears to be a display problem, but I’ll share more details later.

Based on my knowledge, Windows 10 doesn't feature a scheduler tailored for the 13900K processor. Otherwise, I would remain on Windows 10.

Absolutely! ... in fact it works too... the key is... it has one, and 10 is preferable/more reliable. You get to decide—tackling the complex "optimization" versus going smoothly with 10? (unless they stop it, of course).
