I've just assembled a new PC with an NVMe SSD, and while it boots extremely quickly, after launching the desktop the Ethernet icon on the taskbar (indicating a connected Ethernet cable) keeps flashing for 10 to 20 seconds before stabilizing and the PC connects to the internet. Is this due to slow startup of network services? Are there any settings I should adjust? Or could it be because my router is too slow to assign an IP address? It's not a major issue, but several applications attempt to start before the connection is complete and show various "no internet" messages, which is quite bothersome. I turned off the feature that disables device power saving, but it didn't make a difference. This situation is related to wired Ethernet, and I'm not using Wi-Fi.

Update all drivers, LAN/ethernet/network chipset. Modify the BIOS of the motherboard. Verify the network connection (firewall), ensuring it is set to private network mode and not public. Right-click the network icon and choose "Diagnose network problems." Consider using a different Ethernet cable.
