Thank you for your reply. I have been disabling global states for a long time due to issues with the Ryzen 5900x processor. After testing the RTX 4070 ti super on another machine, it is functioning perfectly. This makes it unlikely that the graphics card is the cause; I believe the power supply unit is working properly since my system has been operational before. The remaining issue seems to be related to the motherboard, which I suspect is the problem. I plan to contact Gigabyte to see if they can assist in resolving this matter. Your help was very valuable in helping me identify a possible solution.

I found the cause was the Ryzen 5900x chip. It seems I’m the only one facing this issue because I couldn’t locate anyone else with the same problem, thankfully someone lent me a Ryzen 5800x and the outcome matched what I expected. I also upgraded my motherboard and tested with another power supply, which helped confirm it was indeed the processor. I wasn’t sure if the problem came from the factory or from my computer’s setup, as I tried it with another AMD graphics card and it worked fine. The issue is only with the RTX 4070 Ti Super, so if you have any suggestions, I’d really appreciate it. Attached are some performance test results for the 5900x with various components.
when booting, the processor and graphics card consume a lot of power like a vacuum cleaner, but your processor isn't completely useless. Your issue likely lies with the graphics card. Try adjusting the voltage with the afterburner, observe the changes, and verify your cables or adapter for the 4070.
What is the model number of the RAM? Which BIOS version is active on the motherboard?
The video card functions well with the Ryzen 5800x but not with the 5900x, I'm trying to figure out why.
I have been able to solve the problem finally, the path to the solution was very difficult and tiring, but it is actually very simple and it seems that this problem is very common with AMD chips from what I have read in some forums, the PCIe 4.0 port does not work well on some chips, mine is a Ryzen 9 5900x so it would not be a problem but it does not work and only works in version 1.1 when it is in 4.0, so not enough power reaches the graphics card, the solution was to put PCIe 3.0 in the Bios and everything works well although a little performance is lost.
