I recently purchased an Rtx 4070 ti graphics card and was very excited about this upgrade after years of using a Radeon RX580. I removed all the drivers from my AMD card using DUD and then reinstalled the new NVIDIA ones, but unfortunately, I still experience lag on Windows 11. The GPU slows down even when watching videos on YouTube, and the mouse cursor moves slowly. I have tried uninstalling drivers in safe mode and reinstalling the latest versions, but it doesn’t solve the problem. My system has a Ryzen 5900x with 32GB of RAM and liquid cooling. Please let me know if anyone else has faced similar issues.
What specifications do you have? Please include details about your motherboard and power supply manufacturer and model. Confirm that the monitor is connected to the GPU, not the motherboard, and ensure your RAM matches the slots specified in your motherboard manual.

Interestingly, it functions perfectly with the RX580 graphics card—though I had to replace my old card and reinstall the AMD drivers. Temperatures remain stable at around 70°C. Are you connecting with a riser cable or a vertical GPU mount? If applicable, could you attempt to connect the GPU directly to the board? If nothing changes, then look in the BIOS and ensure the RTX 4070 Ti is successfully using PCIe 4.0 x16 on the main slot where it was inserted.

I'm not sure what's behind the problem, but I might look at some past discussions on overclockers and a video from buildzoid. If it functions flawlessly with your existing graphics card, it's likely the new card is consuming more power from the power supply, which prompts me to consider swapping out the PSU.
I really question if the PSU is the issue. PSUs either meet or fail to meet the power needs. If they don’t, the PC turns off with a black screen. When they do supply enough power, things return to normal. Such unusual behavior from a PSU is almost unheard of beyond these two possibilities.
