Previously, I used fullscreen mode but didn’t understand how to exit it, so I powered off my computer. This led me back to the login screen where I couldn’t type anything. Other functions like entering BIOS and managing power supplies still worked. The keyboard model was Razer Ornata V2. Methods attempted included shutting down/resetting the PC, entering BIOS, and turning off the PSU.

Do you have another PC ready to download the installer from MS?
Insert the USB, boot from it, and attempt the "repair" option.
Have you attempted booting into safe mode?

I used the on-screen keyboard’s accessibility option to connect to my PC, and discovered it was listed under USB devices rather than Human Interface Devices. There seems to be an issue with how it’s being recognized.
