I restored his computer and all files are functioning properly now, allowing him to access Windows Security again. After the reset, I upgraded Windows 11 to the latest version and everything works correctly. It might be a small issue in the 22000.160 preview release since it's still in development. Thank you for your support.

Hi Jon,
It seems this issue isn’t entirely clear to me. I’ve seen the start-up process pause (using Task Manager, which is the only tool I have with my main account), and there was no way to restart it. I stopped it and tried restarting the machine, but I’ll let you know if I get any results. Thanks, Carl!

Thanks! It's impressive that it worked. I think you need to log in to the corrupt account. I followed the same steps—paste and hit enter—and it reset everything. Really glad I found this discussion! Thanks, Jon!

Update 7:10 PM PDT: Recently, Windows Insiders in both Dev and Beta channels started reporting that Start and Taskbar weren’t responding, and settings plus other OS areas wouldn’t load. We found a server-side deployment issue affecting Insiders and stopped it. If you were affected, follow these steps to get back online:

Step 1: Press CTRL-ALT-DEL to open Task Manager.
Step 2: Click “More details” at the bottom to expand Task Manager.
Step 3: Go to “File” and select “Run new task”.
Step 4: Enter “cmd” in the “Open” box.
Step 5: Type the following (everything in bold):
