Could be one of the other SSD/hard drives attached E,F or if there is a G as it's cut off in the pic.
If Windows sniffs out a issue with a hard drive you will get the hanging time booting and shutting down. Use to check drives health.

My Steam and Battle.net games run smoothly on the fastest NVME SSD with Windows installed. I also have games on a traditional hard drive, but those are emulators.

I'm doubtful the chipset drivers were the issue. I performed another shutdown, which lasted 4 minutes and 6 seconds.

I would start the PC using just the "C" drive to observe boot and shutdown times. Then gradually add one drive at a time and check again.

I own an optical drive, hard drive, SSD drive, and NVMe drive. That means three SATA connections. After disconnecting the SATA power for all devices, my shutdown took 9 seconds.

Reverting one at a time will verify the faulty device. After identification, test using a different SATA cable and port on the motherboard.
