Windows 11 fails to respond completely after a reboot while Steam is running.
Hello everyone!
Yesterday I assembled a new PC (this was my first time) and everything functioned as expected in the end.
I tested the EXPO at 6000 MHz with 30CL and a PBO curve at -30. After intense stress testing, the system remained stable.
All default programs were installed, including Steam.
After rebooting, the PC started Windows but loaded extremely slowly—just loading without progress.
Today I used the system restore point with no installations and listed all the programs I had installed previously.
I restarted the PC after each install to check for issues, and Steam was the one that caused the slowdown.
I performed a clean Windows installation again, creating a new restore point right before installing Steam, but the same problem happened.
How could Steam be responsible? Am I interpreting the situation incorrectly, or is there another factor at play?
Any suggestions would be greatly appreciated!
Based on the naming conventions I observe, it seems AMD. Here are all the hardware specifications for reference.
The current configuration shows a very low voltage tolerance of -30 PBO, making it a likely cause of your problems. Only a few models can handle up to -15 for all cores stable, while others may only reach -20. Stress tests under light load typically reveal instability rather than stability. Most problems appear during minimal usage, such as basic computer tasks.
If you adjust the curve to All Core, consider setting individual cores with Preferred or Fastest settings using a less aggressive profile. Ideally, revert to -15 All Core or the stock level to determine if the issue remains. If it resolves, you can then attempt further undervolting with more conservative settings.
The entire issue matches what I experienced and was outlined in this Reddit thread:

Windows 10 will stop receiving support by October 2025. It's still a while before that, but there will be more than a year of updates and fixes.
That's some unusual information, I've encountered worse things before, yet it's still quite remarkable.
Can you tell me if you're permitted to access Steam after logging into Windows?
Steam functions perfectly once launched, so I'm wondering what might be causing the problem between Windows and Steam at startup.
