After entering my PIN, the Windows 11 fails during the final loading phase. I can perform basic actions like Ctrl/Alt/Delete and restart or shutdown, but beyond that I’m stuck. I have another copy of Windows 11 on a secondary drive that I can use. Can I repair the main system from the backup or through another method? Thank you.

Yes, you are allowed if you have made a bootable USB using Windows media creation tool or Rufus. You can start booting from that USB. Begin the installation process. When prompted at the screen asking whether you wish to Install or Repair, select REPAIR.
Use the administrator account for login.
Adjust settings so a PIN is not needed during sign-in.
Choose only Windows Helo sign-in options.
Disable the setting.
Password login will now be enabled.
Proceed to log in with your user account and password.
