My pain has come to an end. A friend gave me his GTX 980, and I connected it. The problem was identical to the one with the GTX 1060. I searched online and found a fix from Nvidia, but when trying to install it, Windows blocked it as part of the "Microsoft vulnerable driver blocklist." I had to disable core isolation in Windows and restart before it worked properly. No drivers needed—just dual monitors and all ports functioned. Thanks for the help.
