I own a more aged Threadripper CPU and can't upgrade to Windows 11. With the stop of security updates for Windows 10 coming in October, am I supposed to plan for replacing my CPU or keep using Windows 10 without updates?

You can add an extra year to your subscription for $10 more per device.
Consumers won’t receive all three years of extended Windows 10 security updates.
Home users can choose a one-year update plan at $30 per PC—not three years.
The updates mainly focus on Defender, so consider using another antivirus.
Support from Microsoft isn’t required very often.
It’s not the end of the world; these are just patches.
If a major issue arises, Microsoft would likely release an update for version 10 if enough users still use it, similar to what they did with version 7.

It seems the issue might be related to a missing TPM on the motherboard, and you can try bypassing the requirements. Any threadripper should work fine for 11. (Refer to the rufus method)

Using Windows 11 on this device is discouraged as it could lead to compatibility problems. Proceeding with the installation may cause your PC to lose support and prevent future updates. Any damage caused by incompatibility is not covered by the manufacturer's warranty. By choosing Accept, you confirm you have read and accepted these terms.

I would try that on the motherboard but I doubt Windows 11 would help much more... A staircase setup would be better. It probably wouldn't get any faster after the flight. I think I should just swap it instead of wasting time.
