My Windows PC isn't shutting down properly. Pressing sleep from the start menu causes the screen to turn off, but the computer stays on. When I shake the mouse, the screen lights up and the PC unlocks. Things I've attempted - I ran sfc /scannow to repair any damaged files, which helped a bit but the issue persists. - I also removed some extra peripherals without resolving it.

It might relate to your BIOS configuration. Avoid hibernation in Windows for a consistent performance.

Sleep and hibernation serve distinct purposes. OP is talking about sleep, where data is saved in RAM using electricity. Hibernation stores information on a hard drive or SSD without needing power. Generally, waking from hibernation is slower than restarting from scratch, which is why it's not practical.
