My Windows 11 laptop experiences unexpected restarts under low-power conditions such as web browsing or video streaming. The issue appears only when using limited power settings, like while watching a YouTube video or taking notes in Microsoft OneNote. It doesn’t occur during gaming sessions, even with demanding titles like Horizon Zero Dawn or World War Z. The most recent incident happened while uninstalling Bing, and the machine restarts immediately without entering repair mode. The system is running the 23H2 update with all drivers up to date. Lenovo Vantage and Windows integrity checks report no problems. Reinstalling Windows didn’t fix the problem. I avoid suspicious websites and unauthorized software. Edit: Occasionally the computer freezes at shutdown, but it keeps showing the shutdown animation for hours. The last time it stayed on for 25 minutes before turning off again.

The warning displayed indicated that the application-specific permission settings didn’t allow Local Launch for the COM Server application with the specified CLSID and APPID. This security restriction can be adjusted via the Component Services admin tool. I also experienced this issue when playing Horizon Forbidden West, often leaving the game tutorial running in the background. The random reboot happened again when using my browser, but switching to Microsoft Edge from Google Chrome didn’t resolve it.
