It seems issues have been recurring since Build 14936 on the Fast Ring. It looks like a bug might be involved. Feedback about freezes is also appearing in the Hub.

I experienced this a few times. My File Explorer freezes and stops responding when I right-click in the Downloads folder... Windows 10 is really problematic.
