Last night I powered off my PC and it rebooted unexpectedly, showing me a screen with options to press F2 or Delete for BIOS access. Occasionally my system fails to choose the correct boot device, which is resolved by pressing the restart button. This time after a restart, I encountered a black screen displaying an error: BlInitializeLibrary failed 0xc0000001. Research suggests this might stem from corrupted data in multiple areas. All drives are detected in BIOS, yet nothing functions properly—I can't enter safe mode or access anything. I attempted to create a bootable USB using Microsoft's tool to restore Windows, but it also doesn’t boot successfully, even though it appears in BIOS. This is my primary gaming PC, so I’m currently relying on my laptop. Any advice or assistance would be greatly appreciated. Thank you all!

Turn off quick startup and/or secure startup. This will let you boot from a USB drive.

Initially it didn't work, so I also cleared the CMOS, which helped and let me boot into USB. I'm not sure how I managed to overlook that step. For others, fixing the issue involved repairing the Windows recovery on the USB drive and then choosing the 'solve start-up issues' option. The troubleshooter found no problems with the drive and said it did nothing. When I tried again, it rebooted automatically, which seemed to resolve the problem, though I'm still confused about what happened.
