I encountered something similar before—on a faulty motherboard. Win7 performed perfectly, but Win8.1 lagged badly. I even restored from backup after it worked fine, but nothing fixed it. I tried installing it on another board and it functioned well. The oddity was someone frequently unplugging everything and all power cables. Likely a voltage spike damaged the motherboard. Since the main difference between Win7 and later was USB handling/drivers, I suspect that was the issue. It remained unresolved for me—spent hours trying. It works fine in safe mode, but slows down during normal startup. If possible, boot your drive on another machine just in case.
