I disabled the alerts in the security panel, yet each time I start up I see this warning: I tried several fixes but none helped. Someone has experience with this issue?

Steps to disable the Security Center manually:
1. Halt the Security Center service and set it to "disabled"
1.1 Press the Start button
1.2 Input "services.msc"
1.3 Click on "services.msc" and select "Run as administrator"
1.4 Right-click the "Security Center"-service and choose "Properties"
1.5 Halt the service and select start type "Disabled"
1.6 Confirm with "OK" and close the services window
2. Navigate to "C:\Windows\System32"
3. Assign ownership of files "ActionCenter.dll" and "ActionCenterCPL.dll"
3.1 Right-click "ActionCenter.dll" → "Properties"
3.2 Go to "Security" → "Advanced"
3.3 View the current owner, then click "Change"
3.4 Input "Administrators" and click "OK"
3.5 Return to "Advanced" and click "Change authorizations"
3.6 Double-click "Administrators" and grant "Full Access"
3.7 Close all windows
4. Rename the files "ActionCenter.dll" and "ActionCenterCPL.dll" to "ActionCenter.dll.bak" and "ActionCenterCPL.dll.bak"
5. Restart your machine; after nearly 5 minutes, the notification should appear. I believe it worked.
