First, use the system window icon to try updating and clicking a button for an update (or force update via media creation tool). Check performance afterward; if lag persists, go to settings > update & security > recovery reset the PC. This approach usually works best. Second, make a Windows 10 installation CD or USB stick using the media creation tool. If you've tried both, I recommend updating or installing Windows 10 this month after a major release. Microsoft has an event tomorrow (10/5/2015) highlighting the new build and hardware. The updated version might resolve your lag issues.

It seems the issue relates to your HDD not spinning properly or missing SATA controller drivers. You can stop the HDD from slowing down using advanced settings in Windows Power Plan.
