Hello, I’ve moved from Windows 7 Enterprise 64-bit to Windows 10 Enterprise 64-bit version 1909. The laptop takes around four minutes to restart or shut down, often showing "Restarting..." or "Shutting Down..." until it finally completes. Everything seems normal in Safe Mode, so there must be a specific service or app causing the delay. I’m trying to figure out which one is responsible.
