You have Windows 7 Home Premium 64-bit but need 32GB RAM for video editing. It seems limited to 16GB, though upgrading to Windows 10 might support 128GB.

Following the identical path Windows 8 took would result in a 128GB storage option

For Windows 8.1, the standard version supports up to 128GB. It's likely the same for Windows 10.

It will match Windows 8 unless adjustments were made, making the standard Windows 10 version have a 128GB cap for 64-bit and 4GB for 32-bit as typically expected. The Professional and Enterprise editions will retain a 512GB limit on 64-bit and 4GB on 32-bit. P.S. @ JimmyJimJam keep your own threads active by using the button near the right side of "Follow this topic" to stay updated with replies. You can also select your own topic when you create it. There’s a checkbox on the right sidebar next to the editor.
