I tried to move from Windows 7 to Windows 10 but need guidance. With limited data access, I want to restrict updates and minimize internet use. I also want to disable background services like Cortana and live titles. Let me know how to stop those automatic actions and reduce connectivity. TL;DR: prevent unwanted updates and background apps while saving data.
In the update settings, ensure automatic downloads are disabled even on metered connections. Also, provide a method to inform Windows you're using a metered connection—such as adjusting Wi-Fi network properties to enable metered mode. I haven’t updated Windows recently since this feature is active and I haven’t booted up in a while.
Check the window options for updates and ensure no updates are downloaded from data sources.
Open Start, then Settings (gear icon), next Update & Security, and finally Delivery Optimization. There, you can turn off system updates from torrents (Windows updates and app updates from the Store), choosing instead internal updates for your home or workplace or completely disabling them to receive only from Microsoft servers. On the same page, click "Advanced Options" to limit download and upload speeds (upload applies if torrenting is active on the prior screen).
