When I powered on the PC, the CPU stayed near 100% even with no applications running, except my antivirus. Usually it's around 10%, and RAM stays between 15% and 30% when idle. Disk usage is about 5%. It seems to improve slightly, but if I can't get more reliable advice, I might consider reinstalling Windows, though I'm not sure.

If you're not using an SSD, consider defragmenting it. (I think defragmenting an SSD isn't recommended) Perform a virus scan as well. I'm not sure about other options.

The issue has been resolved. Microsoft now suggests avoiding manual installation of the creators update; let Windows handle it properly since it’s prone to problems.

Yeah same here, everything became a tad slower after installing the creators update, chrome specially became incredibly slow, I guess my only solution is to await for further updates to fix the mess they've made, I was rushed for the update to try the updated version of WSL, the new WSL is incredible, but having your whole OS become slower is not worth it ☹

I discovered a solution (probably). I had to turn off everything at startup using both msconfig and Task Manager, then restart and only turned back on what was necessary (like drivers). In msconfig, be sure to check the box 'Hide all Microsoft Services' before making any changes. My computer runs much smoother now, and it stays stable as long as I don’t restart it. Opera launches quickly once I open it after a reboot, but that happens only after the first window appears. I usually put my PC to sleep, so it’s not a big deal for me. Hope this assists you all.
