Probably not since the console version would end up being the same as the PC one. The speed would improve slightly, but without any visual upgrades or extra options, it doesn’t matter much. I’m almost certain this won’t happen.

The Xbox One isn't compatible with Windows 8. It won't support Windows 10 either. That's not something it understands.

It’s unlikely to occur. Both will use Windows 10, which is the limit. Xbox titles will remain exclusive to Xbox, and we’re aware that PCs can play console games during past incidents where a console transitioned to Windows 7.

Generally, the titles that work on DX11/12 might not function properly on PCs because of exclusives and lack of optimization. Take the zombie game that was recently ported—it shows how far these changes can go, with Microsoft aiming to expand console support further.
