Emulation is generally much slower than using direct hardware (remember, emulation differs from virtualization, which can be fast). Running Windows 10 ARM could work for some x86 programs, but you won’t get good speed. Expect poor performance and likely no game support.

You might consider using an ARM-based version of Windows on your phone. However, because PC games are tuned for desktop systems, most other applications won't run smoothly.
