Windows 10 OEM differs mainly in cost for the consumer version, not in functionality. A fresh installation can be safe if you follow the manufacturer’s guidelines.

An OEM version can only be set up once and remains linked to the device it's being installed on. Apart from that, it functions identically.

Reinstalling Windows on the same machine with only minor hardware changes and choosing "I don't own a key" during setup can cause it to restart several times.
