I use Windows 10 Insider and occasionally lock up when I press the L key while typing. This problem has persisted across several updates, and it hasn't been resolved. Anyone else experiencing this? Where might I find a solution? Would posting on the Microsoft forum be helpful?

It might be related to the physical keyboard. Press the Windows key multiple times and observe the behavior. If it persists, a USB keyboard could be the issue—switch to another one.

I performed that action and will keep the window lock engaged. I own a Corsair K95 Platinum, and I'll check if it resolves the problem.

You anticipated a stable version, but it contains an issue. Update to the newest official Winblows instead.

Sure, try disconnecting your current keyboard, connecting another one for testing, restarting your PC to reset key settings, and observe the changes.
