Consider possible solutions for the issue. You notice a noticeable border around the bottom and sides of the window, which appears across all video applications. This seems to affect their behavior, such as preventing the task bar from appearing behind them. Disregard the exclusive full-screen alert. I disabled it temporarily to resolve the problem in MPC-BEx64—it’s just a workaround that sacrifices some features for a quick fix. Fullscreen games like Skyrim work well, while full-screen desktop apps like VLC or YouTube in a browser don’t support it. Even when I try to force full screen via F11 in my browser, the border remains visible.

It seems Windows was responsible for the installation issues. I thoroughly removed the drivers and turned off the network to prevent further downloads during a restart, which resolved the problem.

It seems the driver reinstallation only helps temporarily before the issue returns. The taskbar also stays visible in fullscreen mode instead of hiding as expected. Need any further suggestions?
