I've received a message about updating a Windows 10 laptop that hasn't been updated beyond version 1909. The Windows Update tool is stuck at 0% for a while, then jumps to 96% before failing with an error code 0xc1900223. I've tried several steps already: adjusting update settings, using the Troubleshooter, running SFC and DISM commands, and flushing network settings. I also checked online forums but didn't find any relevant solutions. I'm considering using a bootable USB with the latest Windows 10 ISO to try an update, or is there another more effective method?

Check if your device is on a stable Wi-Fi network or Ethernet connection and ensure the internet service is functioning correctly. The system version 1909 is no longer available. To proceed, you can download the Windows 10 update assistant from Microsoft or install the latest Windows 10 via USB directly on your computer without booting from the drive.
