I adjust the boot device in BIOS to the USB drive with Windows installed, and it starts up displaying the Windows logo. After a moment, it transitions to a blinking space bar and then appears on an orange screen with yellow stripes.

It's quite likely it isn't, though it might be. If you're not sure, clearing the CMOS could help. (Referring back to another discussion)

Do you have a SanDisk USB drive? When I set up Windows, I faced problems with it and ended up using another USB instead.

It's a 4-year-old USB from a store called Game, not a specific brand. I installed Windows on another PC using it last year, but this isn't the same file I had before I deleted and reinstalled it.

I understand the situation, do you have another USB drive you could use to install Windows if the first one seems problematic? Also, just to be safe, are your hard drives properly connected? And regarding the MOBO...
