You shouldn't need to restart after each update; it should only happen a few times at the end. However, you might have to reboot more if you installed an older feature update and then applied the monthly update afterward.

I identified the issue. I used my USB with the Windows install from roughly three years back. I set up a fresh USB media installation of Windows, and it resolved all the problems I faced. Appreciate the assistance.
