I haven't observed this much before—sometimes on both W10 and Windows 8.1, the laptop struggles with specific operations.

I concur, my budget computer runs much more slowly on W10 than on W7, even after a fresh setup.

I believe the issue lies with the GPU drivers. Intel has encountered problems with their drivers. What I understand is that Microsoft sent engineers to Intel for assistance. Also, make sure to turn off the glass effect on panels. Navigate to Settings > Personalization > Color, scroll down at the bottom, and you'll see the option: "Make Start, taskbar, and action center transparent." Disable it. This should resolve the problem. Transparency and glass effect can strain low-end, weak, or older GPUs.
