The initial connection seems limited to users in the US; elsewhere it doesn't function properly. I'm part of those regions where it does work.
It seems MS performed well. Adjust your system region to the US via Settings > Time & Language > Region & language, restart, and check Cortana notebook options. Once disabled, reverting to your country should work—pricing will reflect your location. If successful, please inform me and I’ll submit a bug report to the Feedback Hub, hoping it gets fixed in the next Windows 10 update.
Every update of Windows brings complaints. Users are frustrated by the absence of the Classic gray theme in Windows 7/Vista when returning with Windows 8 (besides the start screen). The main issue with Windows 10 is Microsoft’s new direction. While Linux and open-source options are impressive, there are still concerns about a US-centric approach to features, incomplete testing before release, and untested products like Cortana. Some apps perform better on Android than Windows, which feels inconsistent. Skype on Windows 10 is problematic, while it works well on other platforms. Overall, the platform seems to prioritize certain markets over others, leaving many users unsatisfied.
Confirmed the fix works by adjusting the region to US in the settings, then tapping the Cortana icon at the bottom and selecting "Pick up where you left off." Excellent result!
