It should be around 12:00 PST or EST, which is about 6-9 hours away. You'll likely need more time since Microsoft is conducting final bug tests.

12 AM in Microsoft time, wherever their headquarters are. You might not get it until a few days or even weeks later—probably not on the 29th. I booked the earliest possible day and hope for the 30th or 29th.

It doesn't matter what time it is in your location. Windows is an American product, so they refer to July 29th in the United States. On the eastern seaboard it's 6-30 PM, and in LA on the west seaboard it's 3:48 PM. You won't understand it until all of America shifts to July 29th. Also, regardless of whether China has it, they likely released it early there to test server capacity for the major US launch.
