I press the start button and click to shut down, but it doesn’t work. The power button also fails to function. It seems unclear if this is connected to the issue, but after playing a game and checking Task Manager, nothing appears open. It still doesn’t shut down. Any suggestions?

Windows data collection and secret updates happening. Probably @ProtectingSoup's "fix" is the only solution so far.

There are methods to halt the process, but whether -shutdown functions depends on the system and configuration.

It’s likely to use a forceful shutdown command, as /s often triggers a brute-force exit.

try logging out and shutting down from there. AFAIK there is a power button in the login screen
