no....thats why its not released yet theres a reason its called a "developer preview" also you wont be able to upgrade for free if you install the preview

You’ll need a working Windows 7, 8, or 8.1 license to obtain Windows 10 for free. My teacher installed the newest Windows 10 update but encountered a black screen during login, so I had to roll back using a USB image because logging in wasn’t possible.

Windows 10 offers a free upgrade just for users who have a valid Windows 7 or 8 license. That’s why, if people could move from the 10 preview version, everyone would be able to get Windows 10 at no cost.
