What motherboard do you have? You might see a visible CMOS button, and if so, just press it instead of taking out the battery. It could be as easy as setting IGP in BIOS to disabled or auto and switching the first PCIe slot to primary.

I checked the part I received... https://pcpartpicker.com/product/FRkwrH/...70md3hddr3 It has IGP turned off, but that didn't resolve the issue.

I've experienced similar issues before. Restoring the operating system was the best solution for me. Does the machine start up without the GPU?
