I used the media creation tool and installed it onto the SD card. I also attempted to burn an ISO, but had to do it manually since only my MacBook was available. Neither method succeeded. I’ll try the link you provided; I’ve already tested the tool before.

Usually the MB guide indicates whether M.2 via PCIe riser is bootable. On an extremely old MB this is unlikely. I understand because I own one PC still without M.2 on the MB, but fortunately that supports PCIe riser card booting with M.2. However, it mentions this specifically in the manual. Given your situation, consider using a SATA SSD for the operating system and the M.2 for data storage. OR you’ll need a new MB system.
