I wasn’t aware that OEM and Retail handled moving systems in such different ways. It’s interesting to note that technically using OEM for personal purposes violates the TOS, which explains why my key can’t switch systems.

You weren't charged for anything else. The fee covered only the use of Windows 8 on a single device.

When I assembled a new PC, my HDD remained functional, and Windows operated smoothly. Probably cleaning the HDD resets the Windows user account to zero each time it was cleaned.

You shouldn't have to rely on the same key. I'm using a key from a computer that was dismantled for parts, following Microsoft's guidelines. As long as I had any Windows product key, I could activate Windows. From a Microsoft employee's perspective, this is legitimate. I used my Windows 8 key across three different PCs, spending about two hours on the phone with Microsoft to resolve an issue in 8.1. My original 10 installation was upgraded using that key. It might not be worth waiting that long on the phone, but they allow you to reuse your keys even if the old machine is no longer functional.
